First I'm giving the do's and don't's.
DO: 1. Ignore whomever it is, why? Because they are powerless without your reaction to whatever it is they're doing.
DO: 2. Stop him/her from getting to people you know: I know that I just said to ignore them but somehow, some way, if they begin annoying your friends or someone else you know (including siblings), then stop them. Walk in between them and that person you know and either lead your friend away or confront them.
DO: 3. Obsession. If this person is obsessed with you, follows you, and annoys you, chances are it's going to get out of hand and you should probably tell an adult. And if you decide not to listen to this advice, guess what? No one is coming to save you if that person ends up kidnapping you! They don't know where you are and who could have taken you.
Don't: 1. Be the bad guy. Being the bad guy means that you yell at that person and act rude to them, even if they're mean to you and others take the high road and be nice. It's called kill them with kindness, and if that doesn't work just ignore them. Because there are those who think they're your friend if you kill them with kindness.
Don't: 2. Be Rude. Only do this if the person hasn't taken the hint that you don't like them and you might actually hate them. If you see them trying to get your attention ignore them, if they sit down next to them at lunch act as if they aren't there, and always tell your friends why you are ignoring that person, otherwise it will look like you're ignoring your friends too.
Now the advice for the copycats: Stop copying people! No one likes that and one day you're going to do it to the wrong person and get socked in the face for doing it. Leave people alone, because you end up making their lives harder which could end in two ways: Them committing suicide, or you going to jail for stalking them: Your call. I'm just laying out your options.
